Wisconsin RCAC Staffing Requirements

Review Chapter HFS 89 for details on staffing requirements. Highlights include:

  1. Staff need to be trained in the services that they provide and are capable of doing their assigned work.

  2. Staffing assignments must include sufficient time necessary to
    • assist tenants with unscheduled care needs, and
    • provide all services identified in the tenants' service agreements

  3. It is not required to provide or be staffed to provide services that are not needed, are not included in the service agreements, or are above the minimum required levels.

  4. Any service provider employed by or under contract to an RCAC shall meet applicable federal or state standards for that service or profession.

The Center on Wisconsin Strategy (COWS), based at the University of Wisconsin-Madison with a field office in Milwaukee, is a research and policy center dedicated to improving economic performance and living standards in Wisconsin. Back in 1999, COWS issued a report about caregivers in Dane County " Improving Retention of Frontline Caregivers in Dane County". In their new report "Caring about Caregivers: Reducing Turnover of Frontline Health Care Workers in South Central Wisconsin", the analysis covers a six-county region, including Columbia, Dane, Dodge, Jefferson, Marquette, and Sauk Counties.
